The Centre on Saturday proposed a budget allocation of Rs 300 crore for the modernisation of prisons in the upcoming financial year, maintaining the initial provision from the current fiscal, which was later revised to Rs 75 crore.
As per the Budget presented by Finance Minister Nirmala Sitharaman, this allocation is designated for “expenditure on modernisation of prisons.”
In the 2024-25 fiscal year, the government had originally allocated Rs 300 crore for prison modernisation, but the amount was subsequently reduced to Rs 75 crore.
During 2023-24, Rs 86.95 crore was allocated for the same purpose.
The Union Home Ministry places significant emphasis on efficient prison management and correctional administration due to the crucial role prisons play in the criminal justice system.
In May 2023, the Home Ministry finalised a comprehensive ‘Model Prisons Act’ that includes provisions for establishing and managing high-security jails and open jails while aiming to protect society from the criminal activities of hardened and habitual offenders.
The act also includes measures such as legal aid for prisoners, provisions for parole, furlough, and premature release to encourage good conduct. Additionally, it prioritizes vocational training and skill development for prisoners to facilitate their reintegration into society.
The Model Act comprehensively covers various aspects of prison management, emphasizing reformation, rehabilitation, and social reintegration of inmates.

Furthermore, it incorporates ‘Welfare Programs for Prisoners’ and ‘After-Care and Rehabilitation Services’ as key components of institutional care.
Union Home Minister Amit Shah stated in 2023 that effective prison management is vital to the criminal justice system, and the Government of India remains committed to supporting states and union territories in this regard.
