Delhi: Anand Vihar, Sarai Kale Khan ISBTs to undergo complete overhaul

Delhi: Delhi’s Anand Vihar and Sarai Kale Khan inter-state bus terminals (ISBTs) are set to be transformed into world-class multi-modal transport hubs, offering airport-like facilities, officials said on Wednesday.

Under the Delhi government’s Transit Oriented Development (TOD) policy, the terminals will be redesigned with modern architecture, integrated transport modes and a mix of commercial, residential and green spaces, they added.

The project is being developed through the public-private partnership (PPP) model. The Delhi Metro Rail Corporation (DMRC) is the project-management consultant and Ernst & Young (EY) the transaction advisor to bring in private partners, an official told PTI.

With no capital investment from the government, land-value capture through real estate and commercial development will fund the ISBT overhaul, the official said.

As part of major infrastructure upgrade, the redevelopment plan includes elevated concourses, connecting various transit systems like ISBT, RRTS (Namo Bharat trains) and metro stations, vehicle-free pedestrian zones, commercial frontages along the Ring Road and modern lounges and departure zones stacked vertically, the official added.

Site development at Sarai Kale Khan spans nearly 32 acres, with ongoing coordination involving the DDA, DTIDC, NCRTC, MCD and DUSIB. Increased Floor Area Ratio (FAR) — up to five at Anand Vihar and 4.5 in Sarai Kale Khan — will also be utilised.

According to demand projections for 2053, at Anand Vihar, the number of bus bays will go up from 164 to 254 and passenger capacity will nearly double, from 64,000 to 1.17 lakh daily. At Sarai Kale Khan, the number of bays will increase from 64 to 134, with passenger footfall jumping from 10,000 to more than a lakh.

Passenger facilities at Anand Vihar will expand 10-fold, from covering 1,220 sq.m to 12,214 sq.m, while Sarai Kale Khan’s facilities will grow from 1,461 sq.m to 17,410 sq.m.

Residential spaces will be developed away from the transport hubs, while socio-cultural and green zones will occupy 20 per cent of the area. A viewing deck and a public plaza are also part of the blueprint, the official told PTI.

The Kashmere Gate ISBT is also expected to see similar redevelopment in the future, the official added.
