Delhi Assembly to repeal bed and breakfast law in upcoming Monsoon Session

In the wake of the tragic fire incident in Malviya Nagar, the Delhi government plans to table a Bill to repeal the existing ‘Bed and Breakfast Establishments (Registration and Regulation) Act, 2007’ in the upcoming Monsoon Session of the Delhi Assembly, officials said on Wednesday.

The Monsoon Session is slated to be held from August 7 to August 11, during which the government plans to bring three important Bills and discuss several issues.

Speaker Vijender Gupta said the Delhi Legislative Assembly Secretariat has completed all necessary arrangements for the smooth and orderly conduct of the Session.

“This session, comprehensive arrangements have been made to maintain a secure, disciplined and efficiently managed environment within the assembly premises,” Gupta said.

Following the tragic fire that killed 21 people, including 11 foreign nationals, at a B&B in Malviya Nagar, Delhi’s Tourism Minister Kapil Mishra had announced withdrawal of ‘The National Capital Territory of Delhi (Incredible India) Bed and Breakfast Establishments (Registration and Regulation) Act, 2007 and its amendment acts, 2010 and 2021.

As of 2023, more than 2,200 rooms across 432 properties in the national capital have been registered under Delhi government’s Bed and Breakfast (B&B) scheme.

The session is set to see stormy scenes, with the Aam Aadmi Party (AAP) in the opposition set to take up several issues

“We will raise the matter of the medical equipment scam, lapses by the administration in recent fire tragedies and the cycle distribution scam by the government and other issues in the city,” a senior AAP functionary said.

“Among other Bills that are likely to tabled include the Delhi (Right of Citizen to Time Bound Delivery of Services) Bill, 2026 and a Bill of ‘Amendment in Section 2, Clause (g), Sub-clause (iii) of the Delhi Urban Shelter Improvement Board Act, 2010 and Delhi Urban Shelter Improvement Board (Amendment) Act, 2015, Delhi Act 05 of 2020,” an official said.

Last month, the Delhi Cabinet approved Delhi (Right of Citizen to Time Bound and Ease of Delivery of Services) Bill, 2026, to make timely public service delivery a legal right.

“A key feature of the proposed legislation is a clear penalty mechanism to ensure accountability among government officials. If a service is delayed without valid justification, the concerned official may be fined,” the official said.

With the tabling of the new Bill, the existing The Delhi (Right of Citizens to Time Bound Services) Act, 2011 will be repealed.

Keeping in mind a breach in security at the Assembly, a Quick Response Team (QRT) of the Central Reserve Police Force has already been deployed to ensure an immediate and effective response to any safety concern, the official added.
