The Delhi government is considering revising circle rates for agricultural land, which have remained unchanged since 2008, with proposals recommending rates of up to Rs 5 crore per acre in some districts, according to sources.

The proposed revision, being examined by the Centre and the Delhi government, seeks to align official land valuations with prevailing market prices and could have implications for land transactions, property development and urban expansion under the Master Plan for Delhi-2047.

Sources said that in a recent meeting of the Union Housing and Urban Affairs Ministry and the Delhi government, the proposed circle rates were discussed in detail.

The exercise follows a public consultation initiated through a notice issued on October 1, 2025. A committee was formed in July this year to examine gaps in the existing valuation framework and recommend changes.

The current indicative circle rate for agricultural land is Rs 53 lakh per acre, while the rate for agricultural land in floodplain areas stands at Rs 17.6 lakh per acre.

Under the proposals, agricultural land circle rates could be fixed at Rs 5 crore per acre in South and New Delhi districts, Rs 3 crore in North, West and North-West districts, and Rs 2.5 crore in Central Delhi.

The proposed rates for Shahdara, North-East and East districts are Rs 2.2 crore per acre. South-West district has proposed a rate of Rs 3.5 crore, while South-East district has recommended Rs 3 crore per acre.

The committee’s examination of past transactions indicated significant variations in market prices across localities and land categories within districts, sources said.

For instance, in South Delhi, market rates reportedly range from Rs 1.5 crore to Rs 10 crore per acre, with Chhattarpur and the farmhouse belt among the higher-value areas.

In Najafgarh, prices range from Rs 3 crore to Rs 10 crore per acre, while green-belt and rural land is valued at Rs 2 crore to Rs 8 crore, they said.

In New Delhi district, market rates reportedly range from Rs 1.5 crore to Rs 18 crore per acre, reflecting variations in location and property category, sources added.
