Delhi launches heat action plan 2025 to tackle rising temperatures

With summers growing increasingly unforgiving, the Delhi government on Monday rolled out its Heat Action Plan 2025, a comprehensive blueprint aimed at protecting residents from the escalating impact of heatwaves. The plan was formally launched by Chief Minister Rekha Gupta, who also inaugurated three Cool Roof pilot projects across the city.

Speaking at the launch event, Gupta underscored the urgency of the situation. “Our mission is to make Delhi heat-resilient, protect lives, and make every season livable for its residents,” she said. The initiative comes at a time when the capital has recorded extreme temperatures, touching a searing 52.9 degrees Celsius.

Among the key measures under the plan is the establishment of special heatstroke wards in all government hospitals. These dedicated units will be equipped with ICU beds and stocked with essential medicines to ensure timely care for those affected by heat-related illnesses.

To address the vulnerability of low-income and high-density areas, the government will set up cooling centres, particularly near footpaths and slums. These zones will also have access to chilled drinking water and temporary shelters designed to provide relief during peak heat hours.

The city’s public spaces are also set to undergo changes. Bus stops will be redesigned with green roofs and shaded structures, offering commuters some respite from the sun. The chief minister emphasised that early warning systems would be put in place, allowing authorities to issue heatwave alerts via medical portals and text messages.

Government schools have been directed to implement stricter routines to ensure students remain hydrated during school hours. The plan also includes raising awareness among communities about preventive steps they can take during heatwaves.

Rekha Gupta virtually inaugurated Cool Roof pilot projects at Kashmere Gate, Anand Vihar, and the Delhi Secretariat, noting that more such projects would be introduced soon. These reflective rooftops are designed to reduce indoor temperatures and contribute to broader urban cooling.

The launch event was attended by Health Minister Pankaj Singh, PWD and Water Minister Parvesh Rana, and senior government officials. The Heat Action Plan 2025, they said, represents a critical step towards preparing the capital for the realities of a warming planet.
