New Delhi Municipal Council (NDMC) has ordered a review of all transfer and posting orders issued since January amid concerns over “inconsistencies or anomalies” in the process, and put fresh transfers on hold until the exercise is completed, officials said on Wednesday.
According to officials aware of the matter, the civic body has constituted a three-member committee to examine the orders and relevant records and recommend a policy framework for transfers and postings of its employees.
“It has been decided by the competent authority to undertake a review of the transfer orders issued during the period from January 1, 2026 till date,” the NDMC secretary stated in the order issued on Tuesday.
The three-member committee will be headed by Advisor (Personnel) S K Jha, comprising Director (Finance) Ram Singh and Director (Estate) Rajesh Sah.
Among its key terms of reference, the committee is to examine transfer orders issued since January 1 and identify “any inconsistencies or anomalies in the process adopted for such transfers/postings,” officials said.
The committee will also recommend an appropriate delegation of powers for transfers at different levels and suggest a policy framework based on public interest, administrative efficiency, institutional requirements and optimal deployment of human resources, they added.
It has been asked to submit its report and recommendations by October 20, the order stated.

Pending consideration of the committee’s recommendations and a decision by the competent authority, the NDMC has directed that no further transfer orders be issued.
“It is also directed that, pending consideration of the recommendations of the committee and a decision thereon by the competent Authority, no further transfer orders shall be issued by any,” the order stated.
All departments and branches have been directed to provide the committee with the files, records and information required for the review.
The order was issued with the prior approval of the NDMC chairperson, it stated.
