Two people, including the owner and operator of an amusement ride, have been arrested in connection with the death of a 27-year-old woman who fell off the ride after its gate broke at a Dussehra fair in Vikaspuri, police said on Thursday.

They identified the accused as Mandeep, a Bahadurgarh resident and the owner and operator of the “Mixer Ride”, and Ramesh Rathi, a Rohini Sector 3 resident, who served as the supervisor.

The woman, identified as Gudiya, a resident of Uttam Nagar, died on Wednesday while undergoing treatment at a hospital, a day after the incident. Another injured person, Ravi, around 33 and also an Uttam Nagar resident, is undergoing treatment, police said.

The incident happened around 1:36 am on Tuesday when the gate of the “Mixer Ride” broke at Dussehra Ground in F Block, Vikaspuri, West Delhi, causing Gudiya and Ravi to fall and sustain injuries.

The injured were initially taken to Mata Chanan Devi Hospital and later shifted to Ram Manohar Lohia Hospital.

Police initially registered a case at Vikaspuri police station under section 125(A) of the Bharatiya Nyaya Sanhita (BNS), which pertains to acts endangering human life or personal safety and negligent conduct with respect to machinery. After Gudiya’s death, section 106(1) of the BNS, which deals with causing death by negligence, was added to the FIR.

Police had earlier said the fair was permitted to operate only until 11 pm, but the accident occurred at 1:36 am. Investigators are probing why the ride was operating beyond the permitted hours and who authorised it.

The role of the ride operator and the staff responsible for its maintenance is also being examined. Police are investigating whether the gate broke due to a technical fault, inadequate maintenance or negligence in safety arrangements.

Police said further investigation is underway.
