The Delhi government is in the process of finalising a new liquor policy, with a high-level committee expected to submit its proposal by June 30, officials said.

According to an official statement, the proposed policy aims to modernise the liquor sale and distribution system while ensuring transparency, accountability, and public health safeguards. It will also focus on maintaining social balance and protecting vulnerable communities from any adverse impact.

The policy is being drafted by a committee headed by Chief Secretary Dharmendra Kumar, which is currently reviewing excise policies from other states to incorporate best practices.

Key provisions under consideration include scientific quality checks, digital tracking of sales, stricter licensing procedures, and curbs on illegal trade. Public awareness campaigns to discourage alcohol abuse and enhanced enforcement against drinking in public spaces are also part of the plan.

Delhi Chief Minister Rekha Gupta said the government is committed to avoiding the pitfalls of earlier policies, adding that the new excise regime would be “free of corruption at every level”.

She also criticised the previous AAP-led administration, alleging that its liquor policy lacked legal oversight and favoured select private companies, leading to significant revenue losses. Gupta claimed that the fallout from that policy had resulted in legal action and jail terms for several members of the former government.
