The Centre on Monday informed Parliament that more than 4,075 teaching and non-teaching posts have been filled in the University of Delhi and its affiliated colleges through special recruitment drives launched in September 2022.

Responding to an unstarred question in the Lok Sabha, Minister of State for Education Sukanta Majumdar said vacancies in the university arise on a continuous basis due to promotions, retirements, resignations and additional academic requirements.

The minister said the Central Educational Institutions (Reservation in Teachers’ Cadre) Act, 2019 provides reservation in direct recruitment for Scheduled Castes (SCs), Scheduled Tribes (STs), Other Backward Classes (OBCs) and Economically Weaker Sections (EWS) in the teachers’ cadre of central educational institutions. The Act also extended OBC reservation to Associate Professor and Professor posts from 2019, whereas it was earlier available only for Assistant Professor posts.

Majumdar said posts reserved for a particular category can only be filled by eligible candidates from that category. If such posts remain vacant, they are re-advertised as backlog vacancies in subsequent recruitment cycles until filled.

To streamline recruitment, the University Grants Commission (UGC) launched the CU-Chayan unified recruitment portal in May 2023, providing a common platform for vacancy notifications across central universities. Universities have also been directed to issue rolling advertisements throughout the year, while the mandatory PhD requirement for Assistant Professor appointments has been relaxed. The Ministry of Education and the UGC are regularly monitoring institutions and have instructed central universities to fill vacancies through regular recruitment.

According to the minister, the special recruitment drives have resulted in the filling of more than 4,075 teaching and non-teaching posts, including 592 SC posts, 314 ST posts and 1,082 OBC posts, in Delhi University and its colleges.
