MCD approves up to 75% rebate on regularisation charges in PM-UDAY colonies

The Municipal Corporation of Delhi (MCD) has approved a proposal to provide a rebate of up to 75 per cent on charges for regularising constructed areas of houses in unauthorised colonies covered under the PM-UDAY scheme, officials said.

The rebate, approved by Standing Committee chairperson Satya Sharma, will be available to applicants who complete the regularisation process by October 31, 2026. It will also apply during any extended period if the government extends the deadline, Sharma said.

The move aims to make regularisation more affordable for residents of unauthorised colonies, she said, adding that the PM-UDAY scheme seeks to provide property rights to eligible residents.

The MCD levies four types of charges for regularisation — Compensatory Regulatory Charge, C&D Charge, Development Charge and Admin/IT Charge. The corporation has approved an additional rebate of up to 75 per cent on these charges, Sharma said.

According to an official statement, several charges under the Unified Building Bye-Laws (UBBL), 2016, for regularising construction existing up to April 6, 2026, in PM-UDAY colonies had already been waived from August 20.

These include permit fee, betterment charge, levy, additional levy, plinth fee, pre-occupancy charge and charges related to construction without approval. Labour cess is also not included in the MCD’s regularisation charges.

The MCD and the Delhi government have been using special camps, SMS alerts and publicity campaigns to spread awareness about the scheme, Sharma said.

The civic body also introduced a system on July 27 to issue regularisation certificates through listed professionals based on self-assessment, with the aim of speeding up the disposal of applications.

Sharma urged beneficiaries to complete the regularisation process before the October 31 deadline, saying this would help ensure that properties are recorded as per rules and make future property-related transactions and other work easier.

According to the statement, 1,511 unauthorised colonies in Delhi, with a population of around 44.75 lakh, are covered under the PM-UDAY Act.

Conveyance deeds or authorisation slips have so far been issued for around 40,000 properties.
