MCD invites bids for waste-to-energy plant at Ghazipur landfill

The Municipal Corporation of Delhi (MCD) has invited tenders for setting up a Waste-to-Energy facility at the Ghazipur dumpsite, one of the three major landfills in the national capital.

In a push towards scientific waste processing and clean energy generation, the civic body’s project is to be implemented under the Public-Private Partnership (PPP) model on a Design, Build, Finance, Operate and Transfer (DBFOT) basis.

According to the Notice Inviting Tenders (NIT) dated July 9, the initiative is aligned with the Solid Waste Management Rules, 2016, and seeks the participation of private developers through a transparent, tariff-based competitive bidding process.

The civic body, through its Office of the Executive Engineer (WtE), DEMS, has officially begun the process to select a suitable developer for the project via a transparent, tariff-based bidding system.

Under this initiative, private developers will be responsible for the end-to-end execution of the project — from design and financing to construction, operation, and eventual transfer back to the MCD.

The selected firm will be expected to develop the facility in strict compliance with the waste management rules, as amended from time to time.

The proposed plant is part of a wider push to reduce the environmental burden posed by the Ghazipur dumpsite, which has been a persistent source of concern due to the massive volume of untreated waste accumulating at the location.

The use of waste-to-energy technology aims to convert a portion of the city’s solid waste into usable energy, thereby reducing the dependence on landfills while also generating power from waste.

According to the tender, to facilitate better understanding and address queries, the MCD has scheduled a pre-bid meeting on July 29, inviting all interested parties to participate and raise questions regarding the project scope and expectations.

Interested parties must pay a non-refundable document cost of rupees one lakh and submit the requisite bid security amount along with their bids. Any bids not accompanied by the document cost will be summarily rejected, the notice states.

The last date for submission of bids is August 18, 2025, and the bids will be opened on the same day, the notice adds.
