Under the ongoing Special Intensive Revision (SIR) of Delhi’s electoral rolls, more than 30-40 per cent of voters in 47 of the 70 assembly constituencies will be excluded from the draft electoral rolls to be published on August 24, according to the city poll body data.

In minority-dominated constituencies, voters accounting for 20 to 40 per cent of the electorate will be excluded from the draft electoral rolls.

Constituencies with upscale areas such as Greater Kailash (35 per cent), Malviya Nagar (38.64 per cent), New Delhi (41.76 per cent) and RK Puram (44.46 per cent) show higher percentage of voters to be excluded from the draft rolls.

More than 30 per cent electors were marked as “uncollectable”, meaning either they did not submit their forms or they were shifted from their registered address, were dead or were duplicate electors.

Another mixed pattern was economically upward Rajouri Garden constituency having one of the highest percentage (79.14) of digitised voter forms, whereas Tughalqabad, having a rural setting, showed the lowest percentage (52.15) of digitised voter forms.

In Tughaqabad, around 48 per cent voters will be excluded from draft rolls of the constituency.

Data showed that some of the constituencies with extensive unauthorised colonies, resettlement areas and dense low-income or slum clusters recorded a lower percentage of voters to be excluded from draft rolls.

Kirari has recorded 68.98 per cent digitisation, Sultan Pur Majra 68.93 per cent and Karawal Nagar 67.19 per cent.

Constituencies such as Mangol Puri, Uttam Nagar and Seelampur also showed digitisation above 76 per cent, while Bawana, Madipur, Narela and Matiala are in the 75-76 per cent range, implying relatively lesser percentage of voters to be excluded in the draft rolls.

Several constituencies in south and southeast Delhi remain below 60 per cent, including Kasturba Nagar (55.97), RK Puram (55.54) and Okhla (54.67), meaning a higher percentage of voters are facing exclusion.

The door-to-door verification exercise under SIR started on June 30 and concluded on Monday, with over 47 lakh out of 1.45 crore voters, around one in three, to face exclusion as they either failed to submit their enumeration forms or were marked as ‘ASDD’ (absent, shifted, dead and duplicate).

Each voter was provided enumeration forms by the booth level officers (BLOs) during a house-to-house verification exercise between June 30 and August 17.

Over 67 per cent of forms were submitted by the voters to the BLOs which were digitised (uploaded) on the Election Commission’s SIR mobile application.

According to the constituency-wise data of digitised and uncollectable forms, only two constituencies Rohini (83.43 per cent) and Shakurbasti (81.26 per cent) crossed the 80 per cent mark in digitised forms, meaning around 20 per cent voters in both will be excluded from the draft rolls.

There are 13 constituencies where around 40 to 50 per cent voters will be excluded from electoral rolls, while in 34 constituencies, nearly 30-40 per cent voters will miss the draft voter list.

Also, there are 21 constituencies which will see nearly 20-30 per cent exclusion of voters in the draft rolls.

The constituency-wise data presents a mixed pattern of percentage of voters whose forms were digitised and those who face exclusion. The pattern cuts across Delhi’s economically affluent and backward areas, posh colonies as well as JJ clusters, unauthorised and resettlement colonies.

The voters under the absent and shifted category will be able to file their applications during the claims and objections phase starting from August 24. The applications will be submitted till September 23.

The claims and objections filed by excluded voters will be disposed of by the poll officials from August 24 to October 22. Afterwards, the final electoral roll of Delhi will be published on October 27.

The figures are particularly notable in constituencies with relatively large minority electorates. In Okhla, which has a dominant minority voter base, around 45 per cent voters’ forms were “uncollectable”, meaning they will not be included in the draft rolls.

Except for Okhla, other minority dominated constituencies showed relatively higher digitisation of forms, leaving a lesser number of voters to be excluded in the draft rolls.

The percentage of excluded voters was 23.37 per cent in Seelampur, 24.5 per cent in Matia Mahal, 27 per cent in Babarpur, 28 per cent in Mustafabad, 32.65 per cent in Ballimaran and 38.98 per cent in Chandni Chowk.

Among the 22 constituencies won by the Aam Aadmi Party (AAP) in the 2025 assembly election, Seelampur has the highest digitisation at 76.63 per cent, followed by Tilak Nagar (76.59), Matia Mahal (75.50) and Gokalpur (74.24). Tughlakabad recorded the lowest AAP-held constituency figure at 52.15 per cent.
