SIR: 47 lakh Delhi voters to miss draft roll; minorities constituencies record higher digitisation

More than 47 lakh of 1.45 crore voters (nearly 33 per cent) in Delhi will be excluded from the draft electoral roll, to be published as part of the special intensive revision exercise currently underway.

Even as the time to submit enumeration forms ended on Monday, voters who failed to submit their forms were allowed a chance to file their claims and objections after publication of draft electoral rolls on August 24.

The final voter list of Delhi will be published on October 27.

According to figures released by the office of Delhi Chief Electoral Officer (CEO), out of 1.45 crore voters in the city, 97.47 lakh submitted their enumeration forms (67.18 per cent) that were digitised by booth-level officers (BLOs) across constituencies.

Several minority-dominated constituencies registered relatively higher numbers of forms submitted and successfully digitised, data showed.

Rohini constituency in North West Delhi, with 1,50,398 voters, recorded the highest percentage of forms digitised at 83.43 per cent (1,25,478), while 24,920 enumeration forms were marked as ‘uncollectable’ there.

Other assembly constituencies with higher percentage of digitisation included Shakurbasti (81.26 per cent), Rajouri Garden (79.14 per cent), Mangolpuri (78.76 per cent) and Uttam Nagar (77.76 per cent).

The lowest digitisation percentage of enumeration forms was recorded at Tughalqabad (52.15 per cent). The same constituency logged the highest number of “uncollectable” forms at 47.85 per cent.

Other constituencies with lower digitisation percentages were Okhla (54.67 per cent), RK Puram (55.54 per cent), Kasturba Nagar (55.97 per cent), and Kalkaji (57.21 per cent). The percentage of ‘uncollectable’ forms was also relatively higher in these constituencies.

Among the minority-dominated constituencies, Chandni Chowk recorded the lowest percentage of digitised forms at 61.02 per cent.

Other minority-dominated constituencies that recorded relatively higher percentages of digitisation of the enumeration forms were Mustafabad (71.91 per cent), Matia Mahal (75.5 per cent), Seelampur (76.63 per cent), Babarpur (73 per cent), and Ballimaran (67.35 per cent), according to the CEO’s figures.

District-wise, data showed that the highest percentage of digitisation of enumeration forms was recorded in Outer North (75.68 per cent), South West (73.16 per cent) and West (73.29 per cent).

The lowest was recorded in South East district (56.32 per cent), New Delhi (60.76 per cent), and South (61.32 per cent).

A poll official said that the voters whose names will not be included in the draft electoral roll will receive notices from the CEO officer for discrepancies under the ASDD (absent, shifted, dead and duplicate) category.

Most electors whose forms have not been digitised are marked as “permanently shifted,” he said.

Voters who have not submitted their enumeration forms will submit Form 6 during the claims and objection period between August 24 and September 23.

The CEO’s office will issue notices to these voters and dispose of their claims and objections between August 24 and October 22, officials said.
