Two-day Delhi Assembly session from May 13

The second part of the Delhi Assembly’s budget session is set to resume on Tuesday, May 13, 2025, at 2 PM in the Assembly Hall of the Old Secretariat, officials confirmed on Friday.

A key highlight of the upcoming session is expected to be the tabling and passage of the Delhi School Education Transparency in Fixation and Regulation of Fees Bill, 2025. The legislation aims to bring greater transparency and accountability in the fee structures of private schools across the national capital.

The draft Bill, approved by the Delhi Cabinet on April 29, seeks to curb arbitrary and unauthorised hikes in school fees. It proposes stringent penalties, including hefty fines and the cancellation of a school’s registration in cases of violations. The Bill also aims to protect students and parents from harassment related to unjustified fee demands.

Chief Minister Rekha Gupta had earlier announced that a special session of the Assembly would be convened to discuss and pass the legislation. The government maintains that this Bill is a step towards ensuring equitable access to quality education by checking profiteering in the private education sector.

The first part of the budget session commenced on March 24, during which Chief Minister Gupta presented her maiden budget for the fiscal year 2025–26. The budget, with an outlay of Rs 1 lakh crore, marked a substantial 31.5 per cent increase from the previous year’s allocation. It focused on key sectors such as education, healthcare, infrastructure, and environmental sustainability.

With the second part of the session approaching, political observers are watching closely to see how the proposed school fees Bill is received by the opposition and private school associations.
