WATCH | Minor’s reckless driving kills man in Delhi, victim dragged 600 metres

Delhi: A 32-year-old man died in a tragic road accident after being hit and dragged by a car driven by a 16-year-old boy in Delhi’s Samaypur Badli area on Saturday, 23 August. Police said the victim was dragged for nearly 600 metres before the minor stopped briefly and then fled the scene, leaving the man grievously injured. He later succumbed to his injuries.

CCTV footage of the incident has now surfaced, capturing the horrifying moments. The video shows a red car speeding away with the victim trapped under its engine. The vehicle continued to drag him along the road until it finally stopped near Gate No. 5 of the NDPL office. His body was found with multiple injuries and torn clothes.

According to Deputy Commissioner of Police (DCP) Hareshwar, the accused was fully aware that the victim was stuck under the vehicle. The footage revealed that the boy paused momentarily, only to accelerate again and drive off at high speed. This act, police said, highlights not just negligence but also a complete disregard for human life.

The victim, whose identity is yet to be disclosed, was declared dead shortly after the accident. Locals who gathered at the spot alerted police and emergency services. The incident has triggered outrage in the area, with residents demanding stricter action against underage driving, which remains a persistent issue in the city.

Delhi govt notifies rules for e-delivery of summons, warrants

The Delhi BNSS (Service of Summons and Warrants) Rules, 2025, have been notified by the city government, paving the way for electronic delivery of court summons and warrants through WhatsApp and e-mail, officials said.

The move will save time and ensure prompt delivery of the summons, they said.

The notification, issued by the home department of Delhi government, was earlier approved by Lieutenant Governor V K Saxena, officials said on Saturday.

The provision of electronic delivery will free the police force from paperwork and clerical duties, thereby strengthening their policing activities and investigations, a senior government official said.
