In response to heightened regional tensions, the Delhi Police has ramped up its emergency preparedness measures, including identifying basements for use as air raid shelters and compiling lists of vulnerable residents to facilitate swift evacuation, a senior official confirmed on Saturday.
District units have been instructed to locate and earmark safe shelters—particularly in the basements of residential and commercial buildings, as well as metro stations—where civilians can seek refuge during potential air raids or missile strikes.
As part of a special drive, police are also preparing lists of vulnerable individuals, notably children and elderly citizens, to ensure timely assistance during emergencies. “The idea is to ensure quick access to those who might need help. This data will allow police and civil defence personnel to act faster and more effectively,” the official said.
The initiative involves collaboration with civil defence volunteers, resident welfare associations (RWAs), and local beat constables. These stakeholders have been tasked with spreading awareness about emergency protocols—such as seeking cover in designated shelters, avoiding open areas, and following police advisories via official communication channels.
“The Delhi Police is focused not only on improving rapid response mechanisms but also on educating the public about safety precautions during aerial attacks,” another official added.
District Deputy Commissioners of Police (DCPs) have been directed to assess existing infrastructure that could serve as shelters or relief centres. They are also coordinating with the Delhi Disaster Management Authority (DDMA) and municipal agencies to ensure resource mobilisation.
In a major step towards institutional readiness, the police have also formed a specialised unit—the Delhi Police Disaster Response Force (DPDRF)—to manage natural disasters, man-made emergencies, and critical incidents. Comprising approximately 270 personnel, including constables and sub-inspectors, the force is undergoing a rigorous six-week training programme led by the National Disaster Response Force (NDRF).

“These personnel are being trained in rescue operations related to urban floods, fires, building collapses, and potential aerial attacks,” a senior officer said. The DPDRF is also being equipped to respond to chemical, biological, radiological, and nuclear (CBRN) emergencies, significantly expanding its operational scope.
So far, around 150 personnel have completed their training at the NDRF facility in Ghaziabad, with the remainder expected to finish by month-end. The fully trained force will be organised into three companies capable of rapid deployment across the city.
Authorities are considering stationing these units strategically in South, East, and New Delhi to ensure faster response times during critical situations.
With the ongoing military conflict between India and Pakistan raising security concerns, Delhi authorities have appealed for public calm and cooperation. Further emergency drills and public awareness campaigns are expected in the coming days.
