Delhi government plans to issue fire safety NOCs within 30 days through the single window system, with fixed timelines for application scrutiny, physical inspections and approvals

The Delhi government is planning to issue fire safety NOCs and their renewals within 30 days through its single window system, with applications to undergo scrutiny and physical inspection within a fixed timeline, according to an official report.

The move is part of the Delhi government’s ease of doing business initiative aimed at reducing the end-to-end turnaround time for fire-related approvals.

As many as 95 Delhi government services across various departments are currently available on the Delhi Single Window System (DSWS) portal, including fire safety certificates and their renewal for all types of occupancies.

Fire no objections certificates (NOCs) required for setting up explosives manufacturing units and for permission to store explosives and flammable materials have also been onboarded on the portal.

According to the proposed service level agreement (SLA), the turnaround time (TAT) for fire safety certificates and their renewal for all types of occupancies covered under Rule 27 of the Delhi Fire Service (DFS) Rules, 2010, will be 30 days.

Under the proposed timeline, scrutiny of applications for fire safety certificates will be completed within three days.

This will be followed by physical inspection of the premises by an assistant divisional officer within 10 days, a divisional officer within five days, a deputy chief fire officer within four days, a chief fire officer within four days and issuance of the fire safety certificate by the principal director within four days.

Online renewal of fire NOCs will also be completed within 30 days once an integrated online system of the DFS is commissioned, which is expected around the end of the year, according to the document.

The NOC required for setting up explosives manufacturing units will be issued within 15 days.

The TAT for permission to store explosives and flammable materials will also be 15 days, but will be 30 days where physical inspection of the premises is required, according to the report prepared for reducing the end-to-end TAT on the Single Window System.
