In a move to improve emergency response times and efficiency in handling fire-related incidents, Delhi Lieutenant Governor Vinai Kumar Saxena on March 29 approved a tripartite agreement between the Delhi Fire Service (DFS), the Directorate General of Fire Services, Home Guard & Civil Defence, and the National Centre for Good Governance (NCGG) for a comprehensive audit and overhaul of the DFS.
According to a statement issued by Raj Niwas, this initiative marks a crucial step towards enhancing public safety and ensuring timely service delivery.
“Delhi Home Department proposed a plan to thoroughly reorient the DFS to ensure enhanced public safety and improved service delivery,” the statement noted. “Initial discussions on this initiative took place with the Director General of NCGG on November 27, 2024, followed by a detailed dialogue with the Director General of Fire Services on December 16, 2024.”

Both Director Generals reportedly expressed strong interest in collaborating with DFS on a comprehensive evaluation of current operations and recommending improvements across operational, financial, institutional, and legislative dimensions.
Outlining the purpose of the revamp, Raj Niwas stated, “The exercise will be carried out in coordination with the Directorate General of Fire Services, Government of India, and the NCGG through a Memorandum of Understanding (MoU). The primary objectives of this initiative are to enhance the department’s response time and efficiency in addressing fire emergencies and related services.”
The plan also includes modernising the department’s infrastructure and equipment to ensure that firefighters are equipped with the necessary tools and resources to perform their duties effectively. Regular training and capacity-building programmes will be introduced to upgrade the skills and knowledge of firefighting personnel.
The NCGG will focus on embedding good governance practices within DFS, ensuring greater transparency, accountability, and responsiveness.

“Furthermore, it will work on re-engineering departmental processes to improve efficiency and citizen-centricity, while also providing capacity-building programmes for personnel,” the statement added.
Meanwhile, the Directorate General of Fire Services will focus on the adoption of national standards and best practices in fire safety and prevention. It will also work to align DFS operations with national policies and guidelines, provide training on the latest technologies and techniques in fire safety, and share resources and expertise with the Delhi Fire Service.
